Mr. Jeffrey Tunnell has over 30 years of progressive management and leadership experience in public and private health care sectors.  His diverse background includes outpatient and inpatient settings offering primary, specialty, and tertiary care services.  Mr. Tunnell's visionary leadership style builds upon GBC's long history, strengths, and commitment to excellence.  He strives to improve the health and well-being of the communities we serve; while providing exceptional and compassionate care in the most effective manner possible.



Dr. Mark Janes
Medical Director

For over 25 years, Dr. Janes has served as a child and adolescent psychiatrist and medical director for several community mental health centers in Texas.  He obtained his medical degree from the University of Oklahoma in 1989, and completed his residency in general, child, and adolescent psychiatry at the University of Texas Medical Branch in Galveston, Texas in 1994.  After residency, Dr Janes spent 15 years at Burke Center, in Lufkin, Texas and for the past 12 years has been with Bluebonnet Trails Community Services, located in Round Rock, Texas.  Additionally, Dr. Janes holds a faculty appointment as a Clinical Assistant Professor (Non-Principal Faculty) with the Texas A&M Health Science Center, Round Rock, Texas.

Lane Johnson
Chief Clinical Officer

Lane Johnson, M.Div., LPC, has been practicing as a Licensed Professional Counselor since 1983.  He has been in private practice for over 30 years.  Currently Lane is the Chief of Clinical Services at Gulf Bend Center in Victoria Texas. 

Lane is Board Certified in Professional Counseling, a Diplomate member of the American Psychotherapy Association, a Diplomate and Certified Sports Counselor with the National Institute of Sports and is licensed as an Approved Supervisor by the Texas State Board of Examiners of Professional Counselors.  Lane is a critical incident consultant for municipalities and private industry.  He is certified in crisis response and recovery through the Austin Office of Emergency Management, Austin, Texas.  Lane is also an ordained pastor and has served congregations in the United Methodist and Presbyterian Church.

As a performance consultant Lane works with professional groups and athletes specializing in team building, skills and performance enhancement, and executive coaching.  He is the founder and owner of The Head Coach®, a life coaching business dedicated to improving performance through mental attitude and mental preparedness.  Lane presents on topics including stress management, anger, fitness, humor, motivation, relationships, self-esteem, and ethics.  He also writes a column, “From the Head Coach”, which has appeared in the Victoria Advocate Newspaper.

With an eclectic background as a therapist, theologian, and athlete, Lane’s presentations and work demonstrate a unique blend and balance of the body, mind, and soul.

Shelly Frank
Director of Human Resources

Shelly Frank is the Director of Human Resources who works with Gulf Bend Center to ensure balanced accountability for both individuals and the organization. Shelly Frank oversees Human Resources Management and Human Resources Development at Gulf Bend Center.

Shelly Frank believes that a learning and just culture that is constantly improving and oriented toward engineering principles with human factor analysis will create growth in a fair, safe, and productive environment that ultimately supports reliable outcomes for those we serve.  She feels it is the underpinning of the intent to:  Empower Others. Create Healthy.  Always Remarkable.  

Shelly Frank is the Vice President of HR Consortia for 39 Centers in Texas and a member to the Texas Council Retirement Advisory Committee. Additionally, Shelly Frank is a member of Society of Human Resources Management (SHRM), South Texas Society of Human Resources Management, Texas Society of Healthcare Human Resources Administration and Education (TSHHRAE), and the American Society for Healthcare Human Resources and Administration (ASHHRA).

Shelly Frank has worked in healthcare for 25 years in administrative roles of both profit and non-profit organizations.  Additionally, Shelly Frank has extensive experience in marketing and training and development. Shelly Frank holds a bachelor's degree in Communications from Southwest Texas State University.
