JOB TITLE: Jail In-Reach Coordinator

WORKSITE LOCATION: Gulf Bend Center, 6502 Nursery Drive, Suite 100, Victoria TX

STARTING PAY: $18.47/hour EEOC CODE: Professional FLSA STATUS: Non-Exempt

SHIFT: Fulltime; Monday through Friday 8:00am to 5:00pm

EDUCATION AND EXPERIENCE REQUIRED:

Required: A bachelor's degree from an accredited college or university with a major in social, behavioral or human services or is a registered nurse. (Social, behavioral, and human services are psychology; social work; medicine; nursing; rehabilitation; counseling; sociology; human development; physician's assistant; gerontology; education psychology; special education; early childhood intervention; or early childhood education.)

Preferred: At least one (1) year experience in providing mental health services to adults. Work experience working within jail setting. Knowledge of DSM-IV/V disorders.

JOB PURPOSE:

The Jail In-Reach Coordinator is an integral part of coordinating and providing forensic services with the focus of restoration for persons who have been determined "Incompetent to Stand Trial" under the Texas Code of Criminal Procedure, Chapter 46B, and who are awaiting admission to a state hospital. The Jail In-Reach Coordinator collaborates with local forensic teams to support active forensic waitlist monitoring of individuals pending criminal charges for court-ordered inpatient competency restoration services; provides direct services to the person as well as links to additional resources needed to include psychiatric services, medical services, and legal education; provides enhanced continuity of care following a person's restoration to competency and return to jail to prevent clinical decompensation and unnecessary rehospitalization; and participates in comprehensive strategic planning and implementation process to achieve sustainability for the jail-in reach program.

ESSENTIAL FUNCTIONS and DUTIES:

  1. Provides services to individuals who have been determined "Incompetent to Stand Trial" and monitors through weekly waitlist reports.
  2. Responds to new referrals and/or notifications in a timely manner.
  3. Assesses individuals to identify current needs and develops plan of care.
  4. Links, coordinates, and organizes referrals, community resources, and services as needed to meet the needs of the individual.
  5. Collaborates with several partners to include jail staff and administration, legal counsel, JP/local judges, and the state (HHSC) Forensic In Reach team
  6. Provides education to individuals on topics such as psychoeducation, legal system and process, and medication to enhance and restore competency.
  7. Provides follow up while in jail and in the community as needed when individuals are released from jail.
  8. Meets with community partners to build relationships and educate on jail in reach services.
  9. Meets productivity standard.

Trauma-informed:

A trauma-informed approach to care "realizes the widespread impact of trauma and understands potential paths for recovery; recognizes the signs and symptoms of trauma in clients, families, staff, and others involved in the system; and responds by fully integrating knowledge about trauma into policies, procedures, and practices, and seeks to actively resist re-traumatization." The six key principles of a trauma-informed approach include: safety; trustworthiness and transparency; peer support; collaboration and mutuality; empowerment, voice and choice; and cultural, historical and gender issues (Substance Abuse and Mental Health Services Administration [2014]).

KNOWLEDGE, SKILLS, ABILITIES, and COMPETENCY:

  1. Program specific: Works closely with the criminal justice system and acts as liaison to work in cooperation with community organizations including but not limited to law enforcement and other community providers. Understanding of and ability to access community resources on behalf of others is helpful. Will require travel within the 7 counties. Work is performed under the general supervision of the Crisis and Diversion Program Manager with considerable latitude for the exercise of discretion and independent judgment.

  6.   9. Fleet: Completes fleet checklist as required. Reports all fleet problems directly to the Program Director within 24 hours of identifying problem. Uses GeoTab key fob in fleet vehicles and maintains road safety compliance.
  10. Task management: Ability to perform tasks effectively and efficiently and to handle multiple priorities in a confidential environment. Must have strong attention to detail. OTHER REQUIREMENTS OR CONDITIONS:

  1. Must be able to pass a background check prior to employment to enter the jails.
  2. Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. Liability insurance required.
  3. Must be insurable by Center's liability carrier if employee operates a Center vehicle or drives personal car on Center business. Safe driving record as defined by Gulf Bend Center.
  4. Must have computer experience to include Microsoft Word, Excel (beginner to intermediate level), Outlook, Adobe Acrobat, and Teams. Ability to type 40 wpm. Ability to operate office equipment (copy machine, fax).
  5. Must complete all training requirements prior to the due date. Attend required training and team meetings. Relias training and any other training required for the role is 100% compliant.
  6. Must maintain regular and reliable attendance, including compliance with the telework agreement. This is a full-time position. Days and hours of work are Monday through Friday, 8:00am to 5:00pm or agreed upon hours 100% of the time, to ensure consistency and completeness of the program's processes. Evening and weekend work may be required as job duties demand.
