POSITION TITLE: Program Manager, Child and Adolescent Services
WORKSITE LOCATION: GBC Regional Plaza, 6502 Nursery Drive, Suite 100, Victoria TX 77904
STARTING SALARY: $47,632 EEOC CODE: Professional FLSA STATUS: Exempt
SHIFT: Fulltime; Monday thru Friday, 8:00am - 5:00pm with some after-hour duties to provide clinical oversight to staff.
EDUCATION AND EXPERIENCE REQUIRED: A bachelor's degree from an accredited college or university with a major in social, behavioral, or human services or is a registered nurse. (Social, behavioral, and human services included psychology, social work, medicine, nursing, rehabilitation, counseling, sociology, and human development).
ESSENTIAL FUNCTIONS and DUTIES:
1. Monitors and evaluates the service delivery system, including productivity, to ensure compliance accordance to HHSC contract, Medicaid Rule, and Center policy for assigned program.
2. Oversees proper maintenance of documentation of services for Child & Adolescent Services Program in accordance with Medicaid Rule and Center policy.
3. Provides initial and ongoing training and coaching to the case managers, family partner, team lead, and additional team members. Provides clinical support and guidance to the team as needed. Responsible for productivity and quality of staff's work performance.
4. Assists with program planning and development as delegated by Director.
5. Oversees completion of assessments and recovery plans within timeframe for HHSC contract.
6. Participates in the quality assurance, continuous quality improvement, and utilization review processes of all child and adolescent services to ensure quality services.
7. Conducts audits to ensure compliance according to HHSC contract, Medicaid Rule, and Center policy and reports all audit findings to Director.
8. Responsible for assistance with monitoring provision of Pathway services in Child & Adolescent Services and following program guidelines.
9. Manages YES Waiver program. Monitors and provides oversight to YES Waiver program and service delivery according to YES program manual. Oversees YES Inquiry list, provides wraparound supervision to wraparound facilitators, oversees YES contracted providers. Participates in Wraparound Coaching according to HHSC contract.
10. Manages school-based case manager program, Bend the Trend, and monitors and provides oversight of service delivery and staff in the program. Participates in development as needed and collaborates with school district personnel.
11. Participates in the interview/selection process and in the termination process of department employees.
12. Facilitates regular team meetings for the program.
13. Provides oversight and approval of team member's time sheets, leave requests, schedules, and expense reports per Center policy.
14. Performance appraisals and supervisions for direct reports are 100% compliant.
15. Employee corrective actions are completed in a timely manner once the corrective action is identified.
16. Participates in the budget process as requested.
17. Represents GBC through participation in local CRCG and those within 7 county catchment area as needed.
18. Completes Relias training and monitors team members' completion of Relias trainings as they are due.
19. May perform other work duties as assigned by Director. Assists in managing additional programs and staff as developed and assigned by the Director.
20. Uses the trauma informed approach when providing services and working with others.

- Understands the six key principles of trauma-informed care.
EDUCATION AND EXPERIENCE REQUIRED: A bachelor's degree from an accredited college or university with a major in social, behavioral, or human services or is a registered nurse. (Social, behavioral, and human services included psychology, social work, medicine, nursing, rehabilitation, counseling, sociology, and human development).
Preferred: 1+ years' experience working with children with emotional disturbance and/or serious and persistent mental illness. At least 1 year experience managing personnel.
