POSITION TITLE: Program Manager-Crisis and Diversion Services

WORKSITE LOCATION: GBC Regional Plaza, 6502 Nursery Drive, Suite 100, Victoria TX 77904

STARTING RATE: $47,632 EEOC CODE: Professional FLSA STATUS: Exempt

SHIFT: Fulltime; Monday thru Friday, 8:00am - 5:00pm, some on-call shifts evenings or weekends

EDUCATION AND EXPERIENCE REQUIRED: A bachelor's degree from an accredited college or university with a major in social, behavioral, or human services or is a registered nurse. (Social, behavioral, and human services are psychology; social work; medicine; nursing; rehabilitation; counseling; sociology; human development). At least 1 years' experience managing personnel. Preferred: 1+ years' experience working with individuals in crisis situations. Knowledge of legal system as it relates to mental health is beneficial.

JOB PURPOSE: Acts as the Manager of Crisis and Diversion Services. Oversees the daily operations of and provides guidance to the staff of the Mobile Crisis Outreach Team (MCOT), Pathway, Crisis Intervention Services for individuals with IDD (CIS), Jail in Reach Coordination (JIRC), Continuity of Care (COC), and Community Response Team (CRT) programs.

ESSENTIAL FUNCTIONS AND DUTIES:

  1. Monitors and evaluates the service delivery system to ensure compliance accordance with HHSC contract, Medicaid Rule, and Center policy for assigned program.
  2. Provides initial and ongoing training/coaching to staff in the crisis program, to include clinical support, guidance, and treatment recommendations as needed.
  3. Facilitates team meetings for the program.
  4. Oversee proper maintenance of documentation of services for the Crisis Program in accordance with Medicaid Rule and Center policy.
  5. Assists with program planning and development as delegated by Director.
  6. Supervises after hour on-call rotation to provide clinical oversight to MCOT.
  7. Participates in the quality assurance and utilization review process of all crisis services to ensure quality services.
  8. Conducts audits to ensure compliance according to HHSC contract, Medicaid Rule, and Center policy and reports all audit findings to Director.
  9. Participate in the budget process as needed.
  10. Responsible for oversight of monthly on call rotation schedule.
  11. Responsible for daily reporting requirements for PPB contract.
  12. Responsible for monitoring PPB/PESC utilization and following contract guidelines.
  13. Responsible for oversight and monitoring provision of Pathway services and following program guidelines.
  14. Responsible for oversight and monitoring provision of CIS services and following program guidelines.
  15. Responsible for oversight and monitoring provision of CRT services and following program guidelines.
  16. Responsible for oversight and monitoring provision of JIRC services and following program guidelines.
  17. Responsible for oversight and monitoring provision of Continuity of Care/Hospital follow up services and following program guidelines.
  18. Performance Appraisals and Supervisions for direct reports is 100% compliant.
  19. Provides oversight and approval of team member's timesheets, leave requests, schedules, and expense reports per Center policy. Approval of timesheets is 100% compliant.
  20. Employee corrective actions are completed in a timely manner once the corrective action is identified.
  21. Participate in the interviewing and selection process of applicants for vacancies, and in the termination process of department employees.
  22. May perform other work duties as assigned by Director.
  23. Uses the trauma informed approach when providing services and working with others.
  24. Understands the Three E's of trauma-informed care.
  25. Understands the Four R's of trauma-informed care.
  26. Understands the six key principles of trauma-informed care.

KNOWLEDGE, SKILLS, ABILITIES, and COMPETENCY:

General Competencies:

  1. Must have computer experience to include Microsoft Word, Excel, Outlook, and Teams. Ability to type 40 wpm.
  2. Strong written and verbal communication skills to communicate clearly and effectively through email and phone with strong interpersonal skills.
  3. Ability to solve problems and resolve issues.
  4. Must have strong decision making and good organizational skills to achieve multiple deadlines.

Trauma-informed:

A trauma-informed approach to care "realizes the widespread impact of trauma and understands potential paths for recovery; recognizes the signs and symptoms of trauma in clients, families, staff, and others involved in the system; and responds by fully integrating knowledge about trauma into policies, procedures, and practices, and seeks to actively resist re-traumatization." The six key principles of a trauma-informed approach include: safety; trustworthiness and transparency; peer support; collaboration and mutuality; empowerment, voice and choice; and cultural, historical and gender issues.

EQUIPMENT, TOOLS AND MATERIALS

  1. Computers, telephones, projectors, calculator, printer, fax machine, and copy machine are used in performance of essential job duties.
  2. Various forms of paperwork are handled in the performance of essential job duties.

DEGREE AND/OR CERTIFICATION REQUIRED:

  1. BA/BS in field specified above or licensed as a Registered Nurse in the State of Texas.

OTHER REQUIREMENTS OR CONDITIONS:

  1. Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. Liability insurance required.
  2. Must be insurable by Center's liability carrier if employee operates a Center vehicle or drives personal car on Center business.
  3. Good driving record as defined by Gulf Bend Center.
  4. Must complete all training requirements prior to the due date. Attend required training and consortia meetings. Relias training and any other training required for the role is 100% compliant.
  5. Must maintain regular and reliable attendance, including compliance with the telework agreement, which is critical to business operations. This is a full-time position. Days and hours of work are Monday through Friday, 8:00am to 5:00pm or agreed upon hours 100% of the time, to ensure consistency and completeness of program's processes. Evening and weekend work may be required as job duties demand.
